Transforming Connectivity and Safety: Shepherd Durham Project Phase 2 Underway

The Memorial Heights Redevelopment Authority (MHRA) has commenced construction on Phase 2 of the Shepherd Durham and Selected Cross Streets Reconstruction Project, marking another major step in enhancing mobility, safety, and infrastructure in the heart of Houston.

This phase of the project focuses on North Shepherd Drive and North Durham Drive, extending from 15th Street to I-10, and includes improvements to key cross streets such as West 11th Street, West 12th Street, West 14th Street, and West 15th Street. With a design that emphasizes functionality, safety, and long-term sustainability, the project features:

  • Complete street reconstruction, including full-depth concrete pavement replacement.
  • New sidewalks and ADA-compliant ramps, improving pedestrian safety and accessibility.
  • Storm drainage enhancements, with significant upgrades to underground stormwater infrastructure.
  • Upgraded water and sanitary sewer lines, replacing aging infrastructure to support future growth.
  • Enhanced traffic signals and signage, designed to improve traffic flow and safety.
  • Landscaping and street lighting, creating a more attractive and walkable streetscape.

What Residents and Business Owners Need to Know

  • Construction is being phased in segments to maintain access and minimize disruption. While short-term lane closures and temporary detours are expected, at least one lane in each direction will remain open throughout the project. The goal is to maintain two lanes in each direction whenever possible, though some construction activities will require temporarily reducing traffic to one lane.
  • Access to homes and businesses will be preserved. Crews are coordinating closely with property owners to ensure driveways remain accessible. In cases where temporary closures are unavoidable, advanced notice will be provided.
  • Utility interruptions will be kept to a minimum. Any necessary service disruptions, such as water shut-offs, will be communicated in advance through door hangers or direct contact.
  • Construction activity may be noticeable during daytime hours, including noise, dust, and equipment movement. Crews are following city guidelines for noise and working hours.
  • Project updates will be shared regularly through Engage Houston, MHRA’s website, social media, and email notifications to keep the community informed about progress and any upcoming impacts.
  • Public safety remains a top priority, and signage, barriers, and crosswalk protections will be in place to guide traffic and pedestrians safely through work zones.
